2026 RNLL Local Rules. These supplement — and do not replace — the official Little League® Regulations.

Sections

  1. All Players must play at least two (2) innings in the infield, per game. Exceptions may be made for purposes related to player safety (with approval of the rules committee chair and notification to the Player Agent(s)).
  1. Game time limit is 60 minutes, there is an unlimited amount of innings allowed within the time limit. If the time limit is reached, the home team will be allowed to complete their inning.
  1. There are no umpires in Rookie, nor are there any protests. Runs are not tracked. The batting teams coaches will call strikes and outs. Balls will not be counted.
  2. For the first week, all players will bat through the lineup, in a pre-stated order. The side is retired when the offensive team bats through the entire order. Starting the second week season, the side is retired when the defense collects three (3) outs, or the offense runs through their entire order. The next offensive inning will begin the batting order with the player left “on deck” from the last offensive inning.
  1. A player will be considered out after 6 swinging strikes from the pitching machine and/or “soft toss” from the coach (coaches choice after a min of 3 machine pitches). The ultimate goal is for the players to hit off the pitching machine.
  2. If a batted ball hits the pitching machine, it is declared a dead ball and the batter will be awarded first base and all forced runners will advance one base.
  1. No leading off or base stealing allowed.
  2. Runners may not advance bases on overthrows.
  3. On balls hit to the outfield, runners may advance until the ball has broken the plane between the infield and outfield.
  1. The defensive team must utilize “standard” infield positions; one player per position. All remaining players will play in the outfield, and must be positioned in an umbrella formation, at least 15 feet off the infield dirt. All players shall play defense.
